Refer RTI reply furnished by MOCA vide letter No.A-60015/87/2021-Admn dated 17.06.2021 (F2SGNWWZ).

In response to points 5 to 7, MOCA has intimated that no incident of coercive action has been received, WHICH IS INCORRECT.

It is given to understand that certain employees of AAI had brought to the notice of Secretary, MOCA (as well as Director Sh. J. Chakraborty and Ms. Garima Singh and DS/US Sh. Narender Singh) around December 2020 and thereafter about the coercive action taken against them by AAI during COVID-19 period including stopping of entire pay & allowances without following ECDA regulations.

It is understood that the said incidents were dealt with by AAI Section of MOCA.

Please provide following information in this regard:

1. Action taken by MoCA being administrative ministry against such incidents of coercive action taken by AAI against its employees during COVID-19 including stopping of entire pay & allowances without following ECDA regulations (since March 2020 till date).

2. Whether any instructions were issued by MoCA being administrative ministry to attached offices/PSUs (especially Air India and AAI) to ensure that no coercive action is taken against any employee during COVID-19 period.

3. Provide details of all incidents of coercive action reported to MOCA by AAI employees since March 2020 and action taken on them by MOCA being administrative ministry (other than forwarding the communications to AAI).

It is understood that the said incidents were dealt with by AAI Section of MOCA.

4. Provide details of all grievances (including grievances received through PG portal and DPG) received in MOCA since March 2020 related to above.

5. Whether, as per rules, can an employee lodge grievance on PG portal pertaining to service matters including disciplinary proceedings. Provide copies of rules.

6. Whether pay & allowances can be stopped without following ECDA regulations; without concluding disciplinary proceedings; without passing orders by disciplinary authority.
