It has come to my attention that there is a lack of mandatory disclosures on the official website of the Office of the Principal Scientific Adviser to the Government of India (psa.gov.in), as required under Section 4 of the RTI Act, 2005. Additionally, there are concerns regarding non-compliance with the provisions of the RTI Act within your public authority.
In particular, it has been observed that the mandatory disclosures mandated by Section 4 of the RTI Act have not been adequately implemented on the official website of the Office of the Principal Scientific Adviser to the Government of India. This lack of compliance reflects poorly on the responsible official within your institution who is accountable for ensuring the proper implementation of RTI obligations.
Therefore, I request the following information:
1) The name and designation of the official responsible for ensuring compliance with the RTI Act, particularly with regard to the implementation of mandatory disclosures on the official website of the Office of the Principal Scientific Adviser to the Government of India.
2) Details of the officer designated as the Public Information Officer (PIO) and the Appellate Authority within [Name of the Public Authority], including their contact information.
3) Information regarding actions taken by the head of the institution in the past to ensure compliance with the provisions of the RTI Act. Please provide records, correspondences, or any directives issued in this regard.
4) Justification for the failure to implement the mandatory disclosures on the official website until now. Please provide detailed reasons for the delay or non-compliance by the institution in this regard.
5) Details of penalties or actions to be initiated by the Head of the Institution against the official responsible for non-compliance with the RTI Act. Please outline the specific penalties or disciplinary measures to be taken, along with timelines for their implementation.
6) A comprehensive plan with timelines for making the mandatory information available and updated on the official website of the Office of the Principal Scientific Adviser to the Government of India. This should include steps to be taken, responsible officials, and deadlines for each task to ensure timely compliance with the RTI Act.
7) A copy of the mandatory disclosure as outlined in Section 4 of the RTI Act, 2005.
