Dear Sir/Ma'am,

The "HRTC bus" in questions below refers to any Haryana Road Transport Corporation bus starting from or crossing Panipat on its way to ISBT Kashmere Gate Delhi or vice versa (i.e. starting from ISBT Kashmere Gate Delhi on its way to Panipat or crossing Panipat while reaching its destinaton). "To stop" means the bus stopping for a few seconds or more to pick up any citizen intending to travel using the HRTC bus from a designated bus stop/bus stand as per govt. guidelines.

1. Is every HRTC bus required to stop on every designated HRTC bus stop/bus stand on the route?

2. Does every HRTC bus running on Panipat to Delhi route have some specified bus stops/bus stands where it needs to stop to pick up any intending citizens?

3. How many buses going to ISBT Kashmere Gate Delhi are expected to stop at Panipat Bus Stand to pick up citizens on any given day?

4. What checks and measures are deployed to ensure that these buses adhere to the requirements of stopping at designated bus stops/bus stands?

5. Can a conductor deny entry to a citizen (if seats are still empty) intending to travel to Panipat from ISBT Kashmere Gate on a bus plying on that route? For eg- if the bus is plying between Delhi to Chandigarh bus, Delhi to Karnal Bus, Delhi to Shimla Bus? 

6. Can a conductor give priority to citizens traveling for longer distance than others? For eg- A bus is plying from Delhi to Chandigarh. If traveller A wants to go from ISBT Kashmere Gate Delhi to Panipat, Traveller B wants to go from ISBT Kashmere Gate Delhi to Ambala and Traveller C wants to go from ISBT Kashmere Gate Delhi to Chandigarh, can any traveller be given preference over the other? Can any of the three be denied entry? If yes, what are the rules/guidelines over which this can be done?

7. Are conductors or drivers given any incentives or targets in terms of revenue generation from their bus?

8. Has any proposal to introduce electronic ticketing instead of current paper ticketing been under consideration at any stage in the last few years? If yes, what part of the procedure to move to electronic ticketing is the department/agency has been completed?
