I am writing to seek information under the provisions of the Right to Information Act, 2005. The details of my request are outlined below:

1. Please provide information on whether the appointment of retired defense officers by the Reserve Bank of India (RBI) is considered a form of reemployment. If so, kindly share details regarding the guidelines, policies, or criteria followed by the RBI in this regard. Is there any document in RBI that specifically conveys that security officers are absorbed on reemployment basis and if yes then what authority RBI has to absorb a retired Group A Gazetted Officer on reemployment at lower level?

In the context of reemployment, inquire about the extent to which the RBI has adhered to the guidelines issued by the Department of Personnel and Training (DoPT) for the absorption of Gazetted Officers. Specifically, seek information on whether the RBI has considered appointing retired Group A Gazetted Officers in positions at the same level or higher than their pre-retirement positions, as recommended by the DoPT.

3. I request details on any specific considerations or deviations from the DoPT guidelines that the RBI may have applied in the appointment and placement of retired defense officers.

4. I want to inquire about the seniority rules followed by the RBI in the reemployment of retired defense officers, particularly in comparison to the principles outlined by the DoPT. The DoPT typically recommends that the seniority of reemployed officers be determined from their date of entry into Gazetted Service.

5. I seek clarification on whether the RBI's approach to the appointment and seniority of retired defense officers aligns with the constitutional requirements, particularly considering Article 18 and its implications for defense service personnel. 7. Please provide information on the criteria and methodology employed by the Reserve Bank of India (RBI) to determine the appointment of Security Officers as Assistant Managers, particularly in comparison to other banks that absorb these officers at Scale 3 or even as Deputy General Managers (DGM).

8. Kindly share any scientific methods or frameworks used by the RBI in calculating the equivalence of the ranks at which Defense Officers retire and the levels offered to them within the bank. Specifically, tell me about the rationale behind appointing these officers as Assistant Managers despite retiring at levels equivalent to or higher than level 11 of 7th CPC.

9. Provide details on any committees or bodies within the RBI that have proposed or discussed the logical justification for appointing Security Officers as Assistant Managers, especially considering the changes in retirement levels post-2006.
