Respected Sir,

After a major incident at an IOCL owned MS (Petrol)/HSD (Diesel) tap off point in Oct 2009; the government set up a committee under the leadership of former Chairman of HPCL, Sh. M.B.Lal. The text of the report is available on the OISD website. The committee recommended that in order to prevent such accidents from taking place in the future certain uniform layout specifications need to be followed at highly hazardous locations (namely Oil Refineries, MS/HSD storing depots/terminals and LPG bottling plants). The committee further laid out a list of precautions which need to be kept in mind whenever pipeline receipt of hazardous petroleum products like MS, HSD and SKO takes place. The committee went on to recommend that a separate and specialized pool of officers needs to be developed by state owned oil marketing companies (IOCL, BPCL and HPCL). This pool shall enable only officers belonging to a certain specialized profile to be posted at highly hazardous locations. Also, the training needs of officers posted at such locations needs special attention.


I want to know as to whether the state owned downstream oil marketing companies (mentioned above) have been able to implement these recommendations and if so to what extent?
