Specifically, I seek the following:
1. The official process or procedure followed by DOR in handling cases of unauthorized absence by employees.
2. The process under which salary is withheld under Fundamental Rule 17(1), specifically addressing whether prior notification to the employee or issuance of a formal chargesheet is required before such action is taken.
3. Indicate if the pay and allowances of an employee are withheld in cases of unauthorized absence before misconduct is formally established by the office.
4. Information on instances where an employee’s salary was withheld before the issuance of a chargesheet in these cases, and whether such an action is permissible under the applicable rules or regulations.
