I am writing in reference to the response received to my RTI application number RBIND/R/P/23/04418 (reply received on 23 Jan 24) seeking information on various aspects related to Protocol and Security cadre officers in the Reserve Bank of India (RBI). I appreciate the prompt response to part of my queries; however, I find that some essential information has not been provided, leading to a lack of clarity on several critical issues.

Incomplete Information on Stagnation Pay:

The response indicated that there are a total of 78 officers currently on stagnation pay. However, it failed to provide details on the reasons or circumstances leading to these officers being on stagnation pay. This omission is crucial to understanding whether stagnation pay is a punitive measure and, if so, the nature of the offense or reason for such action.

Lack of Information on Criteria for Stagnation Pay:

The response did not include information on the criteria or circumstances under which officers in the Protocol and Security cadre are placed on stagnation pay. Understanding these criteria is essential to comprehend the fair and transparent application of this policy.

Missing Details on Employment Status of Officers:

The response did not address whether the officers on stagnation pay are primarily retired defense officers and, if so, the rationale behind their employment in the Protocol and Security cadre. This information is vital for assessing the composition of the cadre and the reasons for their specific employment terms.

Insufficient Information on Career Progression Committee:

While the response mentioned the existence of a committee to improve the career progressions of security officers, it failed to provide the date when the Governor of RBI issued the directive to constitute the committee. Additionally, details on the steps taken to ensure the timely constitution of the committee and its current status were not provided.

Inadequate Explanation on Lack of Information:

The response stated that no information is available for certain queries. However, it is crucial to understand the reasons for the unavailability of this information, especially concerning the efforts made by the RBI to improve the career progressions of security officers and any obstacles hindering progress in this matter.
