1. Almost all Protocol and Security Officers are now drawing stagnation pay because of policy design by RBI. Kindly share number of officers in Protocol and Security Cadre who are drawing stagnation pay.

2. RBI does not allow Protocol and Security Officers to appear for internal promotional examinations as applicable to all other employees including class III. Such

differentiation had caused extreme stagnation in Protocol and Security cadre with many officers performing duties as Assistant Managers Grade A for last 10 to

12 years. These officers joined RBI from a post equivalent to Major/Lt Col which is equivalent to AGM/DGM if parity is drawn based on basic pay in their previous

organization. This type of organized stagnation is unconstitutional under article 14 of Constitution of India. Kindly specify whether Article 14 of constitution of India

suo moto applies to RBI or not.

3. The policy of providing Pay Protection to SSCOs/ECOs of defense forces is based on old policy of DoPT and not on new policy in RBI. Is it not mandatory for RBI to amend its policy in the light of revision of policy by DoPT.

4. RBI recruits security officers through an advertisement requiring minimum 5 years of service in Armed Forces. It recruits these officers as Assistant Managers Grade A which is lower than their general banking officer direct entry which are recruited as Grade B. Its complete injustice to Short Service Commissioned Officers because they have to mandatorily serve a period of 10 years in Armed Forces and after serving for 10 years they are being inducted at a post that is much lower than their previous post in Armed forces. This is an exploitation of officers who because of their need for job have to compromise with their pride. Is it not mandatory for RBI to change their advertisement from 5 to 10 years as inadvertently no officer comes out of armed forces after serving for 5 years and also give them opportunity to join equivalent post .ie. grade 'D'/senior grade 'C' and above? Kindly share any relevant policy of DoPT that prohibits such statutory bodies from hiring officers retired at the rank of Major/Lieutenant Colonel at a lower stature than they deserve because as per Article 18 of the constitution the military ranks never retire and appointing such officers at lower post demeans the rank given to them by the President of India.
