Subject: Which government body regulates private underground water supply via tanker-trucks

There is a huge, seemingly unregulated, group of private water suppliers in many cities, especially Bangalore. Water is pumped from borewells and supplied via tanker trucks. These trucks cater to water demand commonly seen in apartment complex.
Since water is a natural resource, who monitors and regulates private players in water supply? If this is a state-government body, please direct me to the same.
