M/s Chintels India Limited constructed 9 towers in it's project, namely, Chintels Paradiso, Sector 109, Gurugram, Haryana.
All the 9 towers were granted occupation certificate by officials of Directorate of Town & Country Planning, Haryana.
Out of the 9 towers, 7 towers have been declared unfit for habitation by IIT and CBRI consequent upon audit.
The audit report has brought out that construction quality was compromised and engineering standards were not followed while construction of the project.
This has rendered the residents shelterless. Right to shelter is a basic human right.
In view of the above, kindly furnish the following information:
1. Action taken by NHRC (including suo-motu action) to protect the human rights of residents of Chintels Paradiso who have been rendered shelterless.
2. Recommendation made by NHRC to initiate disciplinary action against officials of Directorate of Town & Country Planning, Haryana for granting occupation certificates to M/s Chintels without any checks & balances.
Please get inquiry conducted through Lokpal/Lokayukta/CVC/State Vigilance Department to punish the offenders who granted occupation certificates. It is very likely that DTCP officials were offered flats/apartments by M/s Chintels as a favour in exchange of granting OCs which tabtamounts to corruption.
