As per the Right to Education Act, 2009, a school -

Section 12.(1) (b) Specified in sub-clause (ii) of clause (n) of section 2 shall provide free and compulsory elementary education to such proportion of children admitted therein as its annual recurring aid or grants so received bears to its annual recurring expenses, subject to a minimum of twenty-five per cent;

Section 12.(1) (c) Specified in sub-clauses (iii) and (iv) of clause (n) of section 2 shall admit in class I, to the extent of at least twenty-five percent of the strength of that class, children belonging to weaker section and disadvantaged group in the neighbourhood and provide free and compulsory elementary education till its completion: Provided further that where a school specified in clause (n) of section 2 imparts pre-school education, the provisions of clauses (a) to (c) shall apply for admission to such pre-school education."

1. Mention whether the state government follows an online or offline lottery process (draw of lots in case the applications received are greater than the seats available) in allocating seats for admissions under section 12 RTE, 2009.

2. Mention information related to the below aspects of lottery and seat allotment process set and/or followed by the state:

a.  Level at which lottery takes place: state, district, block, nodal, or school

b. Guidelines set to be followed for conducting lottery process,

c. Mention and provide copies relevant to set order of preference followed while allotting seats (Ex: First preference is given to Orphans, second is for children with special needs, third is for children with disabilities, and so on),

d.  Mention and provide copies relevant to set percentage of seats reserved for categories within 25% quota for admissions under section 12 RTE Act (Ex: out of 25% seats eligible for admissions for EWS/DG quota: 3% flat is reserved for children with special needs, 12% is reserved for EWS, and 10% is reserved for SC/ST),

e. Procedure set and/or followed by the department in conducting lottery (draw of lots) for allotment of seats for applications received for admissions under section 12 RTE Act.

f. Provide all the copies of such records, documents, memos, emails, opinions, advice, reports, samples, models file-notings, legal or other opinions obtained by Public authorities.

3. Mention whether there has been a revision in the data asked in (a) in the last 5 years. Please list down the revisions year-wise.

4. Mention the procedure followed to inform/communicate to the parent-applicants about the lottery process, dates of lottery, place at which parents are invited to witness or participate in the lottery, and the medium through which lottery results are communicated. Provide copies of documents, circulars, notifications, emails, records, etc through which lottery process and procedures are outlined to be followed by the government.

Provide hard copies, electronic copies where available in a CD/DVD, of relevant records, documents, memos, emails, opinions, advice, reports, samples, models file-notings, legal or other opinions obtained by Public authorities, pertaining to the information sought above in English if possible.
