Sir/Madam,

In accordance with the provisions of the Right to Information Act, 2005, I kindly request access to information related to disciplinary actions regarding employee's unauthorized absence in all offices/authorities under the Directorate General of Performance Management.

Please provide detailed point-wise information on the following points:

1. The official process or detailed procedure followed by the offices/authorities under Directorate General of Performance Management in handling cases of unauthorized absence by its employees.

2. The process under which salary is withheld under Fundamental Rule 17(1), specifically addressing if prior notification to the employee or issuance of a formal chargesheet is required before such action is taken.

3. Information on instances where an employee’s salary was withheld before the issuance of a chargesheet in these cases, and if such an action is permissible under the applicable rules or regulations in last ten years.

4. Indicate if the pay and allowances of an employee are withheld in cases of unauthorized absence before misconduct is formally established by the office. 

5. In case the requested information is based on administrative practices that are not part of formal orders or written guidelines, kindly provide copies of internal circulars or records that explain these practices as they are applied/documented in the office.
