It is understood that CDRA (Confederation of Defence Recognised associations) comprises all service Association under Ministry of Defence, was accorded recognition by Ministry of Defence vide No.14(4)/2003/D(JCM), Dt 30/09/2004 subject to the conditions that it will not violate in terms of CCS (RSA) Rules 1993.

But, CDRA vide CIDRA/301/CIR dt 19/08/2019 issued a circular to members of constituent associations to extend support and solidarity to the Strike called by AIDEF, INDWF, BPMS from 20/08/2019 to 19/09/2019,to withdraw the unilateral decision taken by the Government of India to corporatize the Ordnance Factories

Moreover CDRA advised its constituent associations to be careful from any dispute/controversy and not to put themselves as party against strike in any case by any letter to any authority or through any activity.

This act by CDRA clearly contravened the provisions of the Central Civil Services (Conduct) Rules 1954 which in turn a violation of condition of recognition of confederation and under-taking given by CDRA to comply with all the conditions prescribed under Rule 6 of CCS (RSA) Rules 1993

In this regard it is requested to furnish the documents

1. Regarding the action taken by Ministry of Defence for withdrawal of recognition of CDRA for contravening the provisions of the Central Civil Services (Conduct) Rules which in turn a violation of condition of recognition of confederation and under-taking given by CDRA to comply with all the conditions prescribed under Rule 6 of CCS (RSA) Rules 1993

2.The documents which stopped Ministry of Defence from taking action against CDRA for contravening the provisions of the Central Civil Services (Conduct) Rules which in turn a violation of condition of recognition of confederation and under-taking given by CDRA to comply with all the conditions prescribed under Rule 6 of CCS (RSA) Rules 1993.
