Is Aadhaar mandatory for people working in the Merchant Navy.People working in the Merchant Navy are usually away from India more than 182 days in a financial year and thus do not pay taxes since they meet the NRI condition of being away from India more than 182 days a year.

A circular dated 15 November 2017 by the UIDAI mentions that NRI's are not eligible to obtain Aadhaar since it is only for "residents" of India. However, there is a lot of confusion if people in the Merchant Navy require one or not. 

In view of the above , a clarification regarding the same would be helpful.
