I am residential of Ward No.16 in Baranagar Municipality,North 24 Parganas, Kolkata. Had discussed the Municipality staff in call for Mutation of my flat they are still over charging 1% as Development fees which the government stopped. They informed the notice circulated by State government hasn't been implemented and didn't reached.
As per this article they are not supposed to charge any development fees from buyers for flat mutation. However they continue and overcharge which is absolutely not as per policy and process of State government .

Please look into this issue and confirm what should be appropriate mutation fees as per State government guidelines.
