1.Can entire pay & allowances be stopped without holding disciplinary proceedings.
2.Can entire pay & allowances be stopped without holding departmental inquiry.
3.Can period of absence be concluded as "unauthorized absence" or "wilful absence" without holding disciplinary proceedings or departmental inquiry.
4.Is holding entire pay & allowances on the principle of no work no pay considered as "punishment" or "penalty".
