Kindly refer to the news titled, Ministries told not to force junior staff to come to office as Delhi Covid cases surge, published in ThePrint dated 17 June 2020 (available in internet), which, interalia, mentions as under:
A source told ThePrint, The DoPT secretary has spoken to all secretaries asking them to ensure reduced presence in office... It has also been conveyed that if any staff member does not want to come to office and instead work from home, they should not be forced to report in person.
1. Kindly provide copies of circulars/orders issued by Secretary MoCA (as per the advise of Secretary DoPT) to attached offices/PSUs that junior staff/personal assistants, especially those residing far away from office, may be exempted from attending office physically and allowed to work from home, as referred in the news report.
2. If no such instructions are issued, intimate reasons as recorded in files alongwith copies of relevant file notings.
3. If no such instructions are issued, whether the same were conveyed to DoPT.
4. Provide all file notings pertaining to regularization of attendance since March 2020 till date.
5. Steps taken by MoCA to ensure that no coercive action is taken against any employee during COVID-19 period (since March 2020 till date).
6. Instructions issued by MoCA being administrative ministry to attached offices/PSUs (especially Air India and AAI) to ensure that no coercive action is taken against any employee during COVID-19 period.
7. Provide copies of all file notings and correspondence with regard to 5 and 6 above.
