Section 43 of Airports Authority of India Act, 1994 states that:

Every rule and every regulation made under this Act shall be laid, as soon as may be after it is made, before each House of Parliament...

The Ministry of Parliamentary Affairs vide its e-office letter No.RTI/I/2021/RTIG dated 26.07.2021 has intimated that it has no/NIL information as to whether the Airports Authority of India Employees (Conduct, Discipline and Appeal) Regulations, 2003 as well as Airports Authority of India Leave Regulations, 2003 were placed before both Houses of Parliament or not.

Also, copies of agreement/disagreement of both Houses of Parliament in this regard are not made available.

From the RTI reply, it can be made out that the above Regulations were not placed before both the Houses of Parliament as per the provisions of AAI Act, 1994, as no record/information is made available.

In this regard, kindly provide the following information:

1. What are the consequences if it is confirmed that the above Regulations are not placed before both the Houses of Parliament.

2. Whether the above AAI Regulations will have effect if these are not placed before both the Houses of Parliament as per AAI Act, 1994.

3. If there is no record available pertaining to agreement of both Houses of Parliament with regard to the above Regulations, whether the said Regulations are valid.

4. In case it is found that these are invalid, what will be the consequences as per rules/law.
