In reference to the Bar Council of India (BCI) Rules of Legal Education (Part IV, Chapter II), it is stated that for admission into a 3-year LLB course, the eligibility criterion is a graduation degree (in any field or stream) from a recognized university. However, the eligibility criteria mentioned for admission to the 3-year LLB course at Rajiv Gandhi School of Intellectual Property Law, IIT Kharagpur, appear to be different and are specified as follows:
i. First Class Bachelor's Degree in Engineering/Technology/Medicine or equivalent.
ii. First Class Master's Degree in Science or Pharmacy or equivalent.
iii. First Class MBA Degree with any of the above.
In this context, I seek the following information under the RTI Act, 2005:
1. Provide any communications, documents, or correspondence between IIT Kharagpur and the Bar Council of India (BCI) regarding the eligibility criteria for admission to the 3-year LLB course at Rajiv Gandhi School of Intellectual Property Law.
2. Provide the minutes of meetings or any other documents of communication with the Bar Council of India regarding the imposition of additional eligibility criteria (such as First Class Engineering, Medicine, etc.) for the said course.
3. Provide the copy of document of clarification received from Bar Council of India on that the current eligibility criteria align with the BCI’s rules of legal education for the 3-year LLB course.
4. If no communication or approval was sought from the Bar Council of India regarding the eligibility criteria, kindly confirm the same.
5. Provide details of the legal basis or justification for the eligibility criteria specific to Rajiv Gandhi School of Intellectual Property Law, including any internal discussions, committee reports, or academic council decisions that led to the current admission requirements.
6. Provide the date from which IIT Kharagpur implemented this eligibility criterion for the 3-year LLB course, along with any notifications or official announcements.
