I would like to seek information under the Right to Information Act, 2005, regarding the non-payment of electricity bills in the Nagar taluka of the Ahmednagar district. I request you to provide the following information (information is requested for both residential and industrial users):
1. Please provide a detailed report on the total outstanding amount of unpaid electricity bills till date, broken down by area/zone. Please present this data in a tabular format with three columns: "Serial Number," "Name of Area/Zone," and "Outstanding Amount in Rupees."
2. Please share the percentage of loss incurred by the electricity distribution company/authority/regulatory board, or any other concerned entity, due to non-payment of electricity bills in each area/zone. If possible, include/merge this information in the table from the first point as a fourth column titled "Total Loss in Percentage."
3. Please provide detailed information on the reasons for losses incurred by the electricity distribution company/authority/regulatory board or any other concerned entity. For example, specify if the loss is due to faulty equipment, equipment failure, damage from external factors (e.g., construction, digging, tree falling on equipment or wire), or non-payment of electricity bills. If feasible, include/merge this information in the table from the first point as a fifth column titled "Reason for Loss."
4. Please provide information on the actions taken by the electricity distribution company/authority/regulatory board or any other concerned entity against defaulters who have not paid their electricity bills. Include a list of actions taken, along with the number of defaulters against whom each action has been taken.
5. Please provide details on the measures implemented by the electricity distribution company to recover the outstanding amount of unpaid electricity bills, along with an evaluation of their effectiveness.
6. Please share information on any plans or proposals in place to improve the collection of electricity bill payments, along with their implementation timelines.
7. Please provide information on the assistance programs, if any, available for economically disadvantaged customers who are unable to pay their electricity bills.
8. Please provide documents/records/guidelines used by the electricity distribution company to deal with or handle cases of meter tampering, unauthorized connections, or electricity theft.
9. Please provide details, information, scope, findings, and recommendations about any ongoing investigations or audits related to the non-payment of electricity bills, discrepancies, or inaction by the electricity distribution company/authority/regulatory board or any other concerned entity.
10. Please provide documents/records/information/guidelines stating the measures taken by the electricity distribution company to identify and address any discrepancies in their billing system and payment records.
11. If the electricity distribution company/authority/regulatory board or any other concerned entity uses zones instead of areas to identify locations, please share information on which areas/locations come under which zone.
12. Please provide details of the current rate for 1 unit of electricity, area-wise, in each zone (provide a PDF for the same).
13. Please provide documents/details/guidelines for reporting faulty street lights or any other part/equipment that comes under the jurisdiction of the electricity distribution company/authority/regulatory board or any other concerned entity.
14. Please provide detailed information on any existing proposals, sanctioned funds, or orders issued by the concerned department of the government, including the area zone it was passed for, related to undergrounding the overhead electricity cables.
