Subject: Implementation of ECHS facility for retired APS personnel

Pursuant to , I hereby request the following information:
As per the AFT Judgement, Chennai OA 160/2013, APS personnel were eligible for ECHS facility. Why has it not been implemented yet for all? My queries to Jt Secy, DoESW, MoD has failed to elicit any responses from last 3 months and CPGRAMS complaint No: DDESW/E/2016/00445, says only the concerned officer who approached the tribunal has been given the benefit. When will it be extended to all ex-APS personnel who are ex-servicemen and Govt. pensioner? What decisions are taken till now in the regard? Whats the status with regards to policy on this matter, because I was given to understand this matter is under active consideration of the different ministries. Please provide necessary information regarding the active and past considerations.
